All committee authority and membership flows from the Board, per Deed Restrictions and the Texas Business Organization Code. As such, the Board can establish or dissolve any standing committee at any time for any reason, except the Architectural Control Committee (which is permanent committee established via the Deed Restrictions, not the Board). For all Committees (including the ACC), the Board appoints all committee members, and can either add or remove any person from committee membership at any time, by simple majority vote. Ideally, committee chairs will provide periodic status updates to the Board regarding progress toward their stated missions and any obstacles that are inhibiting achievement of those missions, as the Board is ultimately responsible to the membership for all Association activity.
